The Challenge
In the late 1990s, while building Cook County's web properties, Niko's team confronted the County's bulk tax payment process (the TPA program). Twice a year, 600 payer groups physically exchanged 600 AS/400 reel-to-reel tapes — a four-time data exchange per cycle, riddled with manual handling, errors, and labor.
The Solution
We proposed a web-based system hosting a fresh daily extract of all 1.9M tax records, with secure logins for each of the 600 payer groups. Each group could load its portfolio, deduplicate records, apply current amounts due, and commit payment for the entire portfolio with one click — producing a perfectly balanced payment file. Zero County labor. Zero manual handling.
